Inclusive is the new exclusive

The louse is about the size of a lentil, and it is the colour of the thing it is eating. On a wild smolt, a young salmon making for the sea for the first time, six inches of silver and nerve, a single one is a wound. A dozen is a sentence. The fish is smaller than your hand, and the parasite grazes on its skin until the salt gets into the raw of it, and the sea, which the smolt has spent two years in the river preparing to survive, finishes the work.

They have always been there, sea lice. In an ocean that is mostly empty, a wild fish meets very few of them, sheds the ones it does, and goes on. The arithmetic held for a long time. Then we put cages along the indented coast of the west, in the sea loughs where the freshwater rivers meet the Atlantic. That is the exact water every smolt from every river must swim through on its way out and, if it lives, on its way back. Hundreds of thousands of farmed salmon to a site, held in the smolt’s doorway, each one a warm and crowded place for a louse to breed. The parasite did not change. The odds did.

Here is where the story usually reaches for the salmon, because the salmon is the one with the name and the myth and the €836 million that angling puts into the Irish economy every year. But the salmon spends most of its life far out in the North Atlantic, where a great many things can kill it, and that distance has always let the argument stay comfortable. It is very hard, a deputy chief executive of the state fisheries body said in 2024, to put your finger on one particular aspect. Changing ocean conditions. Climate. He is right, and it is worth saying plainly. The sea has warmed, the salmon’s ocean feeding grounds have shifted, and returns have fallen everywhere Atlantic salmon still run, on rivers that have never seen a cage. In 1975, something like 1.76 million wild salmon came back to Irish rivers. In 2022 the figure was 171,700. Today three or four fish in a hundred survive the sea and come home. Not all of that is the louse. It would be dishonest to say it was.

But the sea trout does not go to the far Atlantic. That is the whole point of the sea trout, and it is why the sea trout is the fish that tells the truth.

A sea trout is a brown trout that has decided to try the sea, and it stays close in, feeding in the bays and estuaries, rarely more than a few miles from the mouth of its own river. It lives its marine life precisely where the cages are. If you wanted to design an experiment to isolate the effect of a coastal salmon farm on a wild fish, you could not do much better than the animal nature had already put there. In the late 1980s, nobody had to design it. It ran itself.

In the winter of 1989 and the spring of 1990, the sea trout of Connemara collapsed. Not declined. Collapsed. Anglers on rivers that had given up hundreds of fish a season were coming back with none, and the fish that were caught were coming back early and wrong, thin and stunted and crawling with lice, having fled the sea before their time to reach the freshwater that would kill the parasites off them. Eighteen fisheries logged the crash. The Erriff, the Delphi system, the Ballynahinch: the water this house has fished for generations. That was more than thirty years ago. The sea trout have never come back to what they were.

It took a while to prove what the ghillies already knew, because proving things properly takes longer than knowing them. The proof, when it came, was patient and enormous. Scientists examined the sea lice on more than twenty thousand sea trout, from ninety-four rivers and lakes across Ireland and Scotland, over twenty-five years. Fish caught near salmon farms carried significantly heavier infestations than fish caught away from them. They weighed less. The most heavily liced returned to freshwater prematurely, grew poorly, and died at sea in greater numbers. The study did not need to raise its voice. It is in the journal Aquaculture Environment Interactions, and anyone may read it.

The state’s own conclusion is the quiet part said aloud. Salmon farms, Inland Fisheries Ireland states, can have a significant impact on wild salmon and sea trout stocks. That is not a campaign group. That is the government body charged with the fish, telling the government.

And the government, for the most part, licensed anyway.

The record of the last several years reads less like policy than like an institution arguing with itself in a language a High Court judge called, from the bench, Byzantine. In 2021 a licence was granted for a large farm at Shot Head in Bantry Bay: eighteen pens, up to two thousand eight hundred tonnes of fish. Inland Fisheries Ireland took the state to judicial review over the way it had been issued. The High Court quashed the licences. That same year, in a bay farm not far off, around 100,000 farmed salmon died in an algal bloom, which is the sort of thing that happens when you keep a town’s worth of animals in a net in the open sea and call it husbandry. A separate licence, cancelled in 2019 after a company exceeded its permitted tonnage, was reinstated on appeal in 2025. The regulator sues the licensor. The appeals board overrules the cancellation. The fish, meanwhile, keep not coming back.

What makes this particular to Ireland is that so much of the rest of the world has already had the argument and reached the other conclusion. Washington State banned net-pen farming outright after a cage collapsed and spilled its Atlantic salmon into Pacific water. Denmark will not permit new open finfish farms. Argentina wrote a ban into law before the industry could establish itself in Tierra del Fuego, the one place it might have. Norway, which farms more salmon than anyone, runs a “traffic light” system that throttles a region’s production when the sea lice on its wild fish climb too high, and is pouring money into closed containment, farms that seal the fish, and the lice, away from the sea. British Columbia is moving its farms out of the open water by the end of the decade. Ireland licenses new capacity in the doorway of its wild rivers and calls the produce organic.

I do not think the people who run the farms are wicked. Aquaculture is worth a couple of hundred million euro to the Irish economy and it employs people in places that do not have many other employers, and that is a real thing, not to be waved away by anyone who does not have to make a living on that coast. The honest shape of it is harder than a villain. The sea is changing, and we cannot switch that off. The louse is the pressure we chose, the one with a valve. For thirty-five years, since the sea trout of Connemara went thin and came home early and told us exactly what was happening, we have declined to turn it.

There is a pool on the Bundorragha I have stood over more evenings than I can count. Some nights a sea trout still comes to it, dark-backed and heavy, up out of Doolough on the old road to the sea, and you feel the years drop away. Most nights, now, nothing does. The pool is the same pool. The mountains still make their cradling gesture over it. The louse is still the size of a lentil, and still the colour of the thing it eats.

There is a word for a salmon that has come back. A river with a run is a living river; a river without one is just water going downhill in a hurry. For most of the history of the west of Ireland the distinction did not need explaining, because the fish were simply there, in the Erriff and the Moy and the Bundorragha, in numbers that made a season and a livelihood and a way of marking the year.

They are not simply there any more. Where something like 1.76 million wild salmon returned to Irish rivers in the middle of the last century, the count now runs in the low hundreds of thousands, and only three or four fish in a hundred survive the sea to come home at all. That is not a bad year. That is a different world, arrived inside a single lifetime.

We could farm our way around the shortage. The supermarket chiller is full of salmon, and it is cheap, and it is the reason a great many people have never tasted the other thing at all. But a farmed fish and a wild one are the same animal only in the way a caged bird and a curlew are the same animal. The wild salmon is the whole system: the gravel it was spawned in, the river it learned, the two thousand miles of ocean it crossed and recrossed, the miracle of it finding the exact pool it started from. You cannot buy that. You can only keep it, or fail to.

That is what this place is for. Every day we run, every fish we return, every euro that a supported guest never has to find, it all points at the same small, stubborn idea: that a wild fish in a wild river is worth protecting, and that the protecting is not somebody else’s job. Keep it wild. It turns out to be the whole point.

Nobody’s first cast lands where they meant it to, and that is entirely the point. Fly casting is not strength. It is timing, and timing is the one thing that cannot be hurried and cannot be faked. So we start on the grass, well back from any water, where a bad cast costs nothing and a good one teaches everything. An hour on the lawn saves a day on the river.

Wear layers, and assume the weather will do at least three things. A waterproof over a warm middle layer, a hat with a brim (it keeps the hook away from your ears as much as the rain off your neck), and if you have them, polarised sunglasses; they cut the glare and let you see into the water, which is half the sport. Everything else we provide: rod, line, waders, flies, and a ghillie whose whole job that day is you.

You do not need to know anything before you come. You do not need to be fit, or young, or to have held a rod in your life. The river does not care, and neither do we. What you need is a morning and a little patience, and by the afternoon you will have felt the thing every angler is really chasing: the moment the line rolls out straight and quiet and settles the fly exactly where you were looking. Whether a fish comes is up to the fish. Getting you to that moment is up to us.

Then, and only then, we walk down to the water.

Some years ago a salmon-farm licence in the southwest was cancelled because the operation had put more fish in the water than the licence allowed. This is about as clear a case as the whole tangled business ever produces. There was a number written on the permission: a ceiling, a limit, the tonnage the site was judged able to bear. The number was exceeded. The permission was withdrawn. For once the system did the plain thing, and a person could be forgiven for feeling that somewhere in the apparatus a rule still meant what it said.

This year an appeals board handed the licence back.

I want to be careful and fair here, because the appeals process exists for good reasons and I am not a lawyer and the reasoning will have run to many pages I have not read. Operators are entitled to appeal; boards are entitled to weigh the evidence and reach their own view; a cancellation is not supposed to be the end of the argument. All true. But stand back from the machinery for a moment and look at the shape of the thing, because the shape is the story, and the shape is this: a limit was breached, a licence was pulled, and then, in the fullness of time and after the wild fish had gone on declining all the while, the pulling was undone. The ceiling turns out to have been a suggestion. The consequence turns out to have been provisional. The company is farming again.

This is of a piece with everything I have watched these last years, and it is why I keep coming back to the same word: not corruption, which would at least imply a hand on a lever, but drift. The state’s own fisheries service goes to the High Court against the state’s own department over how a farm was licensed. A department issues permissions that other arms of the same government spend money and lawyers contesting. An appeals board reinstates what a regulator revoked. At every turn the institution meant to hold the line and the institution meant to grant the favour turn out to be the same institution, arguing with itself in a language a judge once called Byzantine, while outside the courtroom the smolts run the gauntlet of the cages and fewer of them come home each spring.

The wild fish keeps no minutes and files no appeals. That is the asymmetry at the centre of all of this, and it never changes. A licence, once granted, has patience; it can wait out an objection, absorb a review, come back on appeal a year or three later none the worse. The salmon has no such patience, because the salmon has a life measured in a few sea-winters and a run that comes once a year whether the paperwork is settled or not. Every season the argument stays open is a season the fish spends losing. Delay is not neutral. For the thing that cannot wait, delay is defeat, dressed as due process.

I keep a tally, privately, of the last five years, and set down like this it reads almost as satire. A licence granted in a bay against strong local objection. The fisheries service suing over it. A hundred thousand farmed fish dead in that same region in a single algal bloom. A national count so bad the state used the word catastrophic in its own report. A hundred and ten million euro committed to opening rivers to a fish we are declining to protect at the river mouth. And now, to round the half-decade off, a licence pulled for breaking its limits, quietly reinstated. If you proposed this as the plot of a state’s relationship to its most storied wild animal, an editor would send it back for being too on-the-nose.

And still, I have to say this, because it is true and because the anger is useless without it: none of the individual people in this are villains. The board members applied the rules as they found them. The department issued what the framework allowed. The company availed of a right the law gives it. Everyone acted within their part, and the sum of everyone acting within their part is a wild population sliding toward the point of no return with nobody’s fingerprints on the knife. That is the particular horror of a system as opposed to a crime. There is no one to forgive, and no one to stop.

What breaks the drift is not a better appeal or a cleverer objection. It is a decision, taken above the machinery, that the wild fish is worth more than the convenience of continuing: the kind of decision Washington and Denmark and Argentina and, in its blunt way, even Norway have each managed to take. A line drawn not by a regulator to be reversed by a board, but by a government that has decided, and means it. We have not taken that decision. This year we took, once more, the other kind: the small, procedural, eminently defensible kind, the kind that reinstates a licence and lets the machine grind on.

The season is closing as I write. The last of the run is in, such as it was. Somewhere in the southwest the cages are stocked again, lawfully, and the smolts of next spring are already in the rivers above them, growing toward a journey to the sea that will take them, one bright morning, straight past the nets. They do not know about the appeal. They only know the water, and the pull of the salt, and the old road down. We are the ones who are supposed to know the rest.

By the end of last season the ghillie could count the fish on the fingers of one hand, and he is not a young man, and it is not a short season. He did not say it the way a scientist would say it. He said it the way you tell someone a relative has stopped eating, quietly, and looking at the water rather than at you, because the two of you already know where the sentence is going.

Then, this spring, the report came out and said the same thing in the language of the state, and everyone acted surprised.

The numbers are not complicated, which is the terrible part. In 1975, something on the order of 1.76 million wild salmon returned to Irish rivers. The figure now runs at a small fraction of that. Inland Fisheries Ireland described this year’s picture, without ornament, as a catastrophic decline. Of the young fish that leave the rivers of the west and go out to the Atlantic, three or four in a hundred come back. Not three or four in ten. Three or four in a hundred. You could stand on a bridge over a good river for a whole day in the run and understand the statistic in your body before you ever saw it on a page.

I want to be fair about the causes, because the salmon deserves better than a slogan. The sea has changed. The water out where the salmon feeds, off Greenland and the Faroes, is warming and rearranging itself, the plankton blooming at the wrong time, the small fish the salmon eats thinning out or moving on, and a fish that has crossed two thousand miles arrives at the feast to find it cleared away. This is happening on rivers that have never had a cage within a hundred miles of their mouths, in countries with no salmon-farming industry at all. Anyone who tells you the whole collapse can be laid at one door is selling you something. The ocean is the largest part of the story, and it is the part no minister can sign away.

But here is what sits badly, and it sits badly precisely because it is reasonable. This year the state committed to spend one hundred and ten million euro over four years taking down the barriers in our rivers, the old weirs and culverts and dams that stop a fish reaching the gravel it was born to spawn on. That is good work. It is overdue and it is real and I am glad of it. Take out a weir and a salmon can get upriver; there is no argument to be had. It is money spent on the part of the problem we find easy to look at.

And all the while the sea loughs of the west (the narrow, brackish doorways every one of those upstream fish must pass through twice) stay open to the cages. We will spend a hundred and ten million euro to open a river to a fish, and we will not close the one gate we control on its way to the sea. There is something almost Irish in that, in the deepest and least flattering sense: an enormous, sincere, expensive effort applied to the difficulty we can bear to see, and a long practised silence around the one we would rather not.

I keep coming back to the money because money is where a society writes down what it actually believes, underneath what it says. Angling (rod and line, ghillies, the small hotels, the tackle shops, the whole quiet economy of people standing in rivers) is worth something like eight hundred and thirty-six million euro to this country every year, and it holds up the guts of eleven thousand jobs, most of them in places that have precious little else. It is worth several times what the farmed fish brings in. And yet it is the angling economy, the wild-fish economy, that is treated as the hobby, the nice-to-have, the thing that can be asked to wait while the licences are renewed. The value is measured and published and then, somehow, not believed.

You can feel the disbelief on the ground. A young person deciding whether to build a life on this coast, as a guide, a boatman, a keeper of one of these houses, is not deciding whether they love the work. They love the work; that was never in question. They are deciding whether there will be fish in fifteen years, because there is no such trade as a salmon ghillie on a river with no salmon. That is not a romantic question. It is a mortgage question, a school-run question, a will-the-child-have-to-emigrate question. The decline is not an abstraction that lives in a graph. It lives in whether a particular young man in Leenane stays or goes.

The report will be filed. There will be a season of articles, this one among them, and then the news will move on to something with a clearer villain, and the rivers will run down to the sea as they always have, carrying fewer and fewer of the fish that made them worth naming. I do not think anyone in particular decided this. That is the hardest thing to hold. No one woke up and chose the end of the wild salmon in the west of Ireland. It is being arrived at, the way you arrive at the bottom of a hill, by a great many small releases of the brake.

The ghillie will be out again this season. He will tie on a fly in the grey light and work a pool he has worked for forty years, because that is what he does and because hope, in a fisherman, is not optional equipment. Some morning a fish may come to him, bright and impossible, straight in from the salt, and for the length of that fight the arithmetic will not exist. Then he will slip it back, and watch it go, and count.

There is a fillet of farmed salmon in the chiller of every supermarket in the country, and it is cheap, and it is dressed in the language of virtue. Responsibly farmed. Sustainably sourced. Ocean-reared. The words are chosen with great care, by people paid well to choose them, and they are designed to let you put the packet in your trolley and feel, if anything, faintly good about it. I do not blame anyone for buying it. I have bought it. The point of the words is that you should not have to think, and mostly, standing in a shop with the day to get through, you don’t.

Here is the thing worth thinking about, though, and it fits on the back of the same packet. The animal in that plastic was raised in a net cage in the open sea, and a great many of the countries that know most about salmon have looked hard at that arrangement and decided they will not have it.

Washington State banned it outright. This came after one of the cages there, run by a large operator, collapsed and spilled better than two hundred thousand farmed Atlantic salmon into Pacific water where they did not belong, and the state looked at the wreckage and at the science and concluded that net-pen farming was not worth the risk to its wild fish. Denmark will not permit new open finfish farms in its seas. Argentina did something even more striking: it banned salmon farming before the industry could get established at all, writing the prohibition into national law to protect the cold clean waters of Tierra del Fuego from an industry it had watched chew up the coastline of neighbouring Chile. A country turning down the money in advance. That is not nothing.

Even Norway, and this is the part that undoes the usual excuse, even Norway, which farms more salmon than anyone on earth and has built a national fortune on it, does not pretend the cages are harmless. It runs what it calls a traffic-light system: the coast is divided into zones, the sea lice on the wild fish in each zone are counted, and when the count climbs too high the zone goes red and the farms there are made to shrink their production. Green, you may grow. Red, you must cut back. It is a blunt instrument, and the campaigners there argue it is too lenient, and they are probably right. But observe what it concedes as a matter of settled national fact: that the lice from the farms harm the wild fish, and that a government’s job is to hold the one in check to protect the other. British Columbia, meanwhile, has told its farmers to get out of the open water altogether and into closed containment by the end of the decade.

The common thread is not that these places hate aquaculture. Most of them eat and export a great deal of farmed fish. The thread is that they have accepted a piece of evidence and organised their law around it: that an open cage in the sea is a cage with the sea running through it, and everything the fish inside carry, the lice, the disease, the waste, the escapees, runs out through the same water the wild fish must use. You cannot fence the sea. What you farm in it, you farm in the commons.

And then there is here. Ireland, which has the Atlantic salmon woven so deep into its self-image that the fish is on the old coins and in the oldest stories, the Salmon of Knowledge itself, licenses new open-net capacity in the sea loughs of its western seaboard, in the very estuaries its wild smolts must pass through, and lets the produce be sold to its own people under the word organic. Organic. As though the problem with a sea cage were the feed pellets, and not the open net in the migratory doorway of a collapsing wild population. We have taken the one word most likely to make a shopper relax and stapled it to the practice most of the salmon-literate world is backing away from.

I have tried to work out why Ireland is the outlier, and the honest answer is not wickedness but a kind of institutional inertia dressed up as pragmatism. The farms are in places that have little else. The licensing system is old and slow and hard to reverse. The jobs are real and local, and the harm is diffuse and offshore and belongs to no single constituency that votes. And the wild salmon, for all that we put it on the coins, has no lobby to match the industry’s, only anglers and a few scientists and the occasional stubborn lodge. It is easier to keep signing the licences than to be the minister who stopped.

None of which changes the fact on the packet. Somewhere between the shelf and the truth there is a gap, and the marketing lives in the gap, and it is a wide and comfortable place to live. The next time you are standing in front of that chiller, you do not have to make a scene, or lecture anyone, or even put the packet back. You only have to know what you are looking at, and to know that a good part of the world, looking at the same thing, has quietly decided it can do better.

The fish deserves at least that much thought. It thought its way to the Salmon of Knowledge, after all. The least we can do is read the label.

A licence is a quiet object. It is a few pages, a reference number, a signature, a date. It does not smell of the sea or make any sound. And yet the one issued this year for Shot Head, in Bantry Bay, will put eighteen cages of farmed salmon, a permitted harvest of some two thousand eight hundred tonnes of fish, into a working Atlantic bay, and every wild salmon and sea trout with business in that bay will live, from now on, in the shadow of that piece of paper. The distance between the weight of the decision and the lightness of the document is the whole of the thing I want to write about.

Because here is what happened next, and it is the sort of detail that ought to stop a person. When the licence was granted, Inland Fisheries Ireland, the state body whose entire remit is the protection of the wild fish, announced that it would take the state to court over it. Judicial review. The government’s own guardian of the salmon, going to the High Court against the government’s own department for the way it had licensed a salmon farm. If you designed a system in which the left hand had to sue the right hand to do its job, you would be laughed out of the room. We have built exactly that system, and we are living inside it, and we have stopped finding it strange.

Some of the strangeness got an airing this year. A team of reporters went through the licensing of Irish salmon farms in forensic detail (the series was called Troubled Waters, and it is worth your evening), and what it laid bare was not a conspiracy but something duller and more corrosive: a regime so slow, so overlapping, so encrusted with appeals and renewals and expired permissions still operating as though live, that no one inside it seemed fully in command of it. Licences running years past their nominal end. Sites operating in a kind of legal fog. A structure that a person could be forgiven for thinking had been arranged, whether by design or by drift, so that no single hand ever has to be seen to sign the consequential line.

I have tried, in fairness, to hold the other side of this in my head, because the people are not the paper. There are families on the coast of west Cork and Connemara and Donegal whose living comes off these farms, in parishes the state forgot a long time before it remembered aquaculture. When a man in Bantry defends the farm, he is not defending a Norwegian balance sheet. He is defending a wage in a place with few of them, and I will not stand in a lodge in Galway and sneer at that. The tragedy, and it is a real one, not a rhetorical one, is that the wild fish and the wage have been set against each other, when the sea is wide enough, and the technology now good enough, that they need not have been.

But a bay is not wide enough for everything, and this year Bantry gave its own evidence, without being asked. In one of its farms, something like a hundred thousand fish died, not caught, not harvested, simply dead, in an algal bloom, the kind of event that visits a place when you hold that many animals in a warm crowded net in open water and call the arrangement farming. A hundred thousand dead fish is not an argument anyone made. It is just what the bay did, once, this year, and it will do again, because the conditions that produce it are not a mistake in the system. They are the system.

What troubles me most is not the farm. It is the paper, and the way the paper launders the decision. When a wild river fails, you can walk its banks and see it: the empty pool, the weed where the redds should be, the heron standing hopeful over nothing. When a licence is granted, there is nothing to see. There is a website, a notice period most people never hear about, an appeals board, a signature. The harm is real and the moment of its authoring is invisible, and a harm you cannot photograph is a harm a society finds very easy to allow. The cages arrive; the smolts thin; the sea trout come back early and lice-ridden, if they come back at all; and no one can point to the afternoon it was decided, because it was never decided in one afternoon. It was licensed.

I do not know how the court will find. By the time you read this it may be settled, or it may be years off, because that too is how these things go. The wild fish keeps its own fast calendar of seasons and runs while the human calendar of hearings and adjournments grinds along at its own unbothered pace, and the two never quite meet. What I know is that a fisheries service should not have to sue its own government to be allowed to protect a fish, and that a country which loves its salmon the way this one says it does should be embarrassed that it has come to that.

The bay at Shot Head is beautiful, the way the whole of that coast is beautiful, mountains coming down to a sea that has fed people here since before there was a state to license anything. Stand at the head of it on a still evening and you would not know that anything had changed, or was about to. That is the trouble with a licence. It changes everything and looks like nothing. A few pages, a reference number, a signature, a date.

This spring the rivers went quiet in a way none of us had seen. No cars at the bridges, no ghillies in the car parks with their flasks, no visiting anglers working down a pool in the long light. The whole apparatus of the season simply did not arrive. For a few weeks the Erriff and the Bundorragha ran through an empty country, watched by no one, and if you were lucky enough to live within a walk of them you had a strange gift: the water as it is when nobody is looking at it.

And the odd thing, the thing I keep turning over, is that it did not look emptier than usual. That is the whole story, if you want it in a sentence. The absence of people this spring was shocking and total and everywhere remarked upon. The absence of fish has been just as real, and larger, and going on for thirty years, and almost nobody remarks upon it at all, because it arrived slowly, and the thing about a slow disappearance is that every single year looks more or less like the last.

The salmon that ran these rivers in the memory of men still living came in numbers that are now simply not credible to a young angler. In the 1970s something on the order of a million and three-quarter wild salmon came back to Irish rivers in a year. The runs a young person sees today are a fraction of that, a fraction small enough that the scientists have stopped talking in millions and started talking in per cents: the per cent of smolts that leave and come back, which is now down to a figure you can hold in one hand. A river that gave up a fish every hour to a good rod now gives up a fish a week, or a fish a season, or a story about the fish somebody’s father caught.

I do not want to make the virus into a metaphor. People were frightened and people were dying and it would be cheap to press the year into service for a fishing essay. But there is one honest thing the quiet has to teach, and it is this: we noticed the empty car parks because they emptied all at once. Catastrophe, when it comes quickly, at least has the decency to announce itself. What is happening to the wild salmon of the west is the other kind, the kind that comes at the speed of a childhood, so that the boy who is disappointed by this season’s few fish has no idea that his grandfather would have called this same river dead, and the grandfather, if he is still about, has learned not to say so at the dinner table.

Baselines shift. That is the phrase the ecologists use, and it is the quietest and most frightening idea in the whole business. Each generation takes the diminished world it is handed as the normal one, measures its losses only against that, and passes on a world diminished again. The father teaches the son to be grateful for four fish where he himself expected forty. The son will teach a grateful grandson to treasure one. Nobody lies. Everybody adjusts. And the number goes down, and down, inside a fog of reasonable contentment.

There are real reasons, and I will get to them properly another day, because they deserve better than a paragraph: the warming sea, the emptying ocean feeding grounds, and the cages we have allowed to sit in the doorways of the rivers, breeding the parasite that meets the young fish on its way out. Not all of it is ours to fix. Some of it is. The distinction matters more than anything, and I mean to spend some time on it.

But this spring is not for the argument. This spring is only for noticing, for using the strange enforced stillness to see the water plainly, without the comforting bustle of a season laid over it. Go and stand at a pool you have known for years. Not at a fishing pool, particularly; any pool. Watch it for an hour the way you would watch it if you had never been told what it used to hold. It is beautiful. The mountains still come down to it. The light still does what the light does here. And it is emptier than it looks, emptier than it was when you were young, emptier than anyone standing beside you is likely to say out loud.

That noticing is where everything else has to start. You cannot ask a country to save what it has already agreed, quietly and by degrees, to stop expecting. The first task, before the science, before the policy, before the arguing that is surely coming, is simply to remember what a living river is, and to refuse, however politely, to get used to less.

The people will come back to the water; they were back by the summer, and glad of it, and so was I. The question the quiet leaves behind is the harder one, and it will outlast the year. The fish have been going for a long time. Are we going to keep pretending we can’t see it.
