The Louse
It is the size of a lentil and the colour of the thing it eats. The story of what happened to the salmon and sea trout of the west begins with something you could miss on the back of your hand.
The louse is about the size of a lentil, and it is the colour of the thing it is eating. On a wild smolt, a young salmon making for the sea for the first time, six inches of silver and nerve, a single one is a wound. A dozen is a sentence. The fish is smaller than your hand, and the parasite grazes on its skin until the salt gets into the raw of it, and the sea, which the smolt has spent two years in the river preparing to survive, finishes the work.
They have always been there, sea lice. In an ocean that is mostly empty, a wild fish meets very few of them, sheds the ones it does, and goes on. The arithmetic held for a long time. Then we put cages along the indented coast of the west, in the sea loughs where the freshwater rivers meet the Atlantic. That is the exact water every smolt from every river must swim through on its way out and, if it lives, on its way back. Hundreds of thousands of farmed salmon to a site, held in the smolt’s doorway, each one a warm and crowded place for a louse to breed. The parasite did not change. The odds did.
Here is where the story usually reaches for the salmon, because the salmon is the one with the name and the myth and the €836 million that angling puts into the Irish economy every year. But the salmon spends most of its life far out in the North Atlantic, where a great many things can kill it, and that distance has always let the argument stay comfortable. It is very hard, a deputy chief executive of the state fisheries body said in 2024, to put your finger on one particular aspect. Changing ocean conditions. Climate. He is right, and it is worth saying plainly. The sea has warmed, the salmon’s ocean feeding grounds have shifted, and returns have fallen everywhere Atlantic salmon still run, on rivers that have never seen a cage. In 1975, something like 1.76 million wild salmon came back to Irish rivers. In 2022 the figure was 171,700. Today three or four fish in a hundred survive the sea and come home. Not all of that is the louse. It would be dishonest to say it was.
But the sea trout does not go to the far Atlantic. That is the whole point of the sea trout, and it is why the sea trout is the fish that tells the truth.
A sea trout is a brown trout that has decided to try the sea, and it stays close in, feeding in the bays and estuaries, rarely more than a few miles from the mouth of its own river. It lives its marine life precisely where the cages are. If you wanted to design an experiment to isolate the effect of a coastal salmon farm on a wild fish, you could not do much better than the animal nature had already put there. In the late 1980s, nobody had to design it. It ran itself.
In the winter of 1989 and the spring of 1990, the sea trout of Connemara collapsed. Not declined. Collapsed. Anglers on rivers that had given up hundreds of fish a season were coming back with none, and the fish that were caught were coming back early and wrong, thin and stunted and crawling with lice, having fled the sea before their time to reach the freshwater that would kill the parasites off them. Eighteen fisheries logged the crash. The Erriff, the Delphi system, the Ballynahinch: the water this house has fished for generations. That was more than thirty years ago. The sea trout have never come back to what they were.
It took a while to prove what the ghillies already knew, because proving things properly takes longer than knowing them. The proof, when it came, was patient and enormous. Scientists examined the sea lice on more than twenty thousand sea trout, from ninety-four rivers and lakes across Ireland and Scotland, over twenty-five years. Fish caught near salmon farms carried significantly heavier infestations than fish caught away from them. They weighed less. The most heavily liced returned to freshwater prematurely, grew poorly, and died at sea in greater numbers. The study did not need to raise its voice. It is in the journal Aquaculture Environment Interactions, and anyone may read it.
The state’s own conclusion is the quiet part said aloud. Salmon farms, Inland Fisheries Ireland states, can have a significant impact on wild salmon and sea trout stocks. That is not a campaign group. That is the government body charged with the fish, telling the government.
And the government, for the most part, licensed anyway.
The record of the last several years reads less like policy than like an institution arguing with itself in a language a High Court judge called, from the bench, Byzantine. In 2021 a licence was granted for a large farm at Shot Head in Bantry Bay: eighteen pens, up to two thousand eight hundred tonnes of fish. Inland Fisheries Ireland took the state to judicial review over the way it had been issued. The High Court quashed the licences. That same year, in a bay farm not far off, around 100,000 farmed salmon died in an algal bloom, which is the sort of thing that happens when you keep a town’s worth of animals in a net in the open sea and call it husbandry. A separate licence, cancelled in 2019 after a company exceeded its permitted tonnage, was reinstated on appeal in 2025. The regulator sues the licensor. The appeals board overrules the cancellation. The fish, meanwhile, keep not coming back.
What makes this particular to Ireland is that so much of the rest of the world has already had the argument and reached the other conclusion. Washington State banned net-pen farming outright after a cage collapsed and spilled its Atlantic salmon into Pacific water. Denmark will not permit new open finfish farms. Argentina wrote a ban into law before the industry could establish itself in Tierra del Fuego, the one place it might have. Norway, which farms more salmon than anyone, runs a “traffic light” system that throttles a region’s production when the sea lice on its wild fish climb too high, and is pouring money into closed containment, farms that seal the fish, and the lice, away from the sea. British Columbia is moving its farms out of the open water by the end of the decade. Ireland licenses new capacity in the doorway of its wild rivers and calls the produce organic.
I do not think the people who run the farms are wicked. Aquaculture is worth a couple of hundred million euro to the Irish economy and it employs people in places that do not have many other employers, and that is a real thing, not to be waved away by anyone who does not have to make a living on that coast. The honest shape of it is harder than a villain. The sea is changing, and we cannot switch that off. The louse is the pressure we chose, the one with a valve. For thirty-five years, since the sea trout of Connemara went thin and came home early and told us exactly what was happening, we have declined to turn it.
There is a pool on the Bundorragha I have stood over more evenings than I can count. Some nights a sea trout still comes to it, dark-backed and heavy, up out of Doolough on the old road to the sea, and you feel the years drop away. Most nights, now, nothing does. The pool is the same pool. The mountains still make their cradling gesture over it. The louse is still the size of a lentil, and still the colour of the thing it eats.
